Japan's "super -aged society" will be in the future.While various issues are highlighted in nursing care and welfare, "robots" and "AI" carry their expectations for the solution.Due to his father's experience in nursing care, he has been in the robot business, and is currently a professor at the Faculty of Engineering, Osaka Institute of Technology, and is also a representative of Albot, who is also a representative of Albot, aiming to create a living support robot market.We asked him if a robot could solve the challenges of a super -aging society.
日本は世界で最も高齢化が進む「課題先進国」です。高齢社会白書によれば、2035年には3人に1人が65歳以上の高齢者になり、2060年には2.5人に1人が高齢者となります。また介護保険の総費用も急増し、2013年の9.4兆円が、2025年には21兆円になるものと予想されています。では日本の超高齢化問題の本質とは何でしょうか。それは高齢化よりも要介護者が急増している現状にあります。体を動かせば転倒するというリスクがあるため、介護側もできるだけベッドから動かさず、移動には車椅子を使う。そのため余計に寝たきりになってしまうという悪循環が起きています。しかし、厚生労働省の調査では、介護が必要になったとき、家族に依存せずに生活したいと希望する人が7割近くもいます。高齢者の就業率も低下しているが、65歳を超えても働きたいと希望する人も多いのです。社会の活性化のためにも「元気高齢者」を増やすことと社会参加への対応が急務でしょう。こうした日本社会最大の課題を解決のために期待されているのが「ロボット」です。日本政府も「ロボット新戦略」の推進や、ロボット革命イニシアチブ協議会を設立し、本腰をあげだしました。しかし高齢者問題ひとつ取っても、技術的な各論ばかりに終始しており、その本質が十分に議論されていないのが実情ではないでしょうか。中でも問題は2点あると感じています。1点目は、日本ではドラえもんのような、人型の「万能型ロボット」に期待が集まりがちなことです。世界をみればルンバのような単機能のお掃除ロボットが商品で成功しており、ある機能に限定したロボットは今後ますます活躍の場が広がると思われますが、こうした事業化への取り組みが日本は遅れています。私がプロジェクトスーパーバイザー（PS）をつとめる日本医療研究development機構（AMED）では、ロボット介護機器development・導入促進事業に予算を付けて支援していますが、まだまだdevelopment支援が中心で新産業創出への投資は足りないと思います。もう1つは一般の人たちがロボットに触れて価値を認識するショーケースがない点です。ロボットは無人自動車と同じで、実際に社会で使ってみないと、運用上の課題も浮き彫りになりません。国民意識の違いもあるでしょうが、日本では良いものができるまで待つという考え方が強いと思われます。一方、海外では幸福度ランキング1位のデンマークのように、大多数の国民が人の助けを借りず自立した生活ができることが幸せと考え、高齢者自らがロボット技術を積極的に活用している国もあります。このような考えがあれば、最先端技術が導入しやすく介助者の人手が減り医療費も削減できます。実は、いま中国でも高齢化の問題がクローズアップされており、トップダウンで介護ロボット施設を着々と建設中なのです。日本の先進的な活動を参考にしながら、日本が実用化に足踏みをしているロボット介護機器を世界に先駆けて実用化して高齢化対策とロボット新産業創出という一挙両得を狙っています。こうした国々と対抗する必要はありませんが、日本ももっと「ロボット特区」のようなものを積極的に活用すべきです。ロボットと共存できる街やコミュニティの中で、アプリケーションや運用を含めたパッケージをビジネスにできれば、hardwareとしてのロボットのブランドは高められるはずです。【次ページ】ショーケースとしての「ロボット共生タウン」Recommended article
