One of the biggest new features in this year's iPhone 13 Pro and iPhone 13 Pro Max will be the 120Hz Promotion display. By rewriting the screen up to 120 times per second, it should be smoother than the conventional 60Hz screen, and animation and scrolling should be displayed at twice the number of frames.
However, at the time of writing, it became clear that the third-party app only runs animations at 60Hz.
According to US 9to5Mac, in iOS 15.0, third-party apps will apply ProMotion when scrolling or switching between full-screen displays. Therefore, for example, the Twitter timeline is displayed very smoothly, and a comfortable response can be obtained.
But most other animations are limited to 60Hz. In other words, even within the same third-party app, it gives the impression that scrolling is smooth but other parts are not. In fact, Christian Selig, developer of the Apollo Reddit app, also reports that users are complaining.

Furthermore, looking at the iOS 15 code, it was confirmed that only third-party applications were restricted.
On the other hand, Apple's genuine apps are exempted from the restriction, and it seems that they can always run in full animation at 120Hz. In other words, there was speculation that "Apple intentionally restricted the use of Promotion on the iPhone 13 Pro for third-party apps."
When 9to5Mac inquired about this behavior, Apple officially replied that it was due to a bug in the OS. Furthermore, it is promised that third-party apps will be fully compatible with 120Hz in the near future, so I would like to wait for the iOS 15 update.
